Sir,
Adverting to Mr. Brade's letter of the 13th March 1908 (083/4408 F.1.), and to previous correspondence, I am directed by the Lords Commissioners of His Majesty's Treasury to forward herewith for the information of the Army Council a copy of a letter dated the 29th March last from the Colonial Office and of a despatch from the Commis- sioner of Wei-hai-wei on the subject of the Post Office at that place, which is maintained as a Branch of the Hong Kong Post Office.
A copy of a report received from the Post Office
on the subject is also enclosed.
In the circumstances, My Lords find it difficult to resist the conclusion that the case of Wei-hai-wei, a British Dependency in receipt of a Grant in aid, must be treated separately from those of the Agencies on Chinese soil, and that the Government of Hong Kong should be indem- nified against loss, the alternative of a separate Post Office being no doubt more expensive although Their Lord- ships are not in possession of any Estimate of the cost.
The Army Council will see, however, that the Governor of Hong Kong proposes that the loss to be made good should be "inclusive of any military contribution on receipts", and My Lords would be glad to have the observa- tions of the Council on this side of the question before coming to a decision as to the course to be taken.
